You *can* sign someone to the minimum wage if you're over the salary cap
as long as its to the "minimum" wage.

The salary cap exceptions are so that you can offer someone *more* than
the minimum to get a quality player.

For example; New York signed wingman, David Wingate for the minimum
prior to the start of the season although they are way over the salary
cap.

The answer in a clearer form;

- We can offer him only one thing; minimum wage  UNLESS we choose to use
our $2 million exception which we wont need to.
