You're probably right about that 25% of the NBA having negative trade 
value. These guys only get traded in package deals or for each other.
Perdue doesn't fall into this class. 

And the Spurs aren't going to be able to replace Elliott, as you say.
But they can do better than Eric Williams and Eric Washington. Neither
of these guys were even consistent starters for Denver, who was desperate
for a small forward. They are certainly not going to interest the NBA 
champions.
