Do they? Plenty of businesses go overbudget for various things. As for
salaries being determined by a budget, I would say they are determined more
by supply and demand than what the budget calls for. If a business needs a
star programmer they'll pay for it, just as they won't overpay for a menial
laborer just because it would be in the budget.
