It's the Collective Bargaining Agreement governing relations between the
players/union and the league/owners on everything from contracts to drug
policy. One of the provisions of the current one stated that the owners
could re-open it to discuss changing the terms prior to expiration date, if
the player salaries netted to over 50% of revenues. That happened, and so
the owners voted to re-open it, looking to address things like eliminating
or limiting the Bird exemption and including pot among the banned
substances. Probably other things, but there aren't many specifics
available. This is what the proposed lockout discussion is about too -that's
the owners' threat to force the players to agree on proposed changes. The
lockout has not been officially agreed to yet, but is likely after the
season is done and negotiations get going.
