No-charge zone

Back during the summer, I asked about the no-charge zone as I wa not
familiar with the rule. In today's preview of the NBA season, it stated
that a "secondary" defender can not draw a charge in the area. From
that, I take it to mean that the primary defendaer may still draw a
charge in the area, but someone coming over to help could not. This
makes more sense to me. Does anyone know if that is the correct rule.
The article also said that the zone had been expanced and an arc was
painted on the floor 4 feet from the basket.

Thanks.
