To answer my own question;

The Celts are 2.5 games better than Vancouver at present, 4 games worse
than San Antonio and 5 worse than Philly. With 17 games left it seems a
little unlikely that either SA or Philly could drop that many more games
than the Celts. Actually unless the Celts win a few games there is no way
any team will fall below them in the standings. Falling below Vancouver
might just be a possibility though (which would increase the Celts odds in
the lottery about 5%).
