  Under the salary cap rules, you are allowed to sign players for the
league minimum to fill out your roster regardless of what your team
payroll is. That is how Houston could sign Johnson & Threatt, L.A. could
sign Kersey, Scott, and Knight, San Antonio could sign Wilkins, etc.. It
was a good move for both the Bulls and Williams, because Williams gets a
chance to play a couple dozen games this year, and the Bulls get a proven
post presence in case Kukoc or Rodman (mostly Rodman) are not available.
How do they fit him in? Wennington's injury is a start, but I have a
feeling Caffey and Simpkins will develop Jack Haley disease (tendonitis of
the hangnail or something) and find themselves on the injured list when
roster spots are needed come the end of the month.
